Supported pairs
Every cross-rail pair involving a bearer asset needs an arbitrable or contract-enforced leg. The matrix below is the policy. Cells are symmetric; the diagonal is not a pair.
Allowed with the referee. Bounded-risk, non-atomic bearer leg against an ARK 2-of-2.
Allowed. Prefer HTLC / RGB-ARK contract path; referee only if a bearer race is in the flow.
Allowed. RGB-server-assisted atomic or conditional state transition; no referee required.
Rejected. Bearer-to-bearer; no enforceable conditional release on either leg.

Hover a cell for the rule detail. Read top-to-side: the row is the asset you sell, the column the asset you buy.
Webcash ↔ Voucher is forbidden.
Both Webcash and Voucher are bearer-only assets with no conditional script. Neither leg can be locked into a 2-of-2 or a conditional release, so the referee has nothing to arbitrate against. There is no construction that makes a bearer-to-bearer swap safe, so the exchange rejects this pair outright. It is never shown as tradable.
Pair-by-pair
Both sides are bearer-only. The referee cannot enforce a safe 2-of-2 or conditional release on either leg, so this pair is rejected.
Allowed with the referee. ARK provides the arbitrable 2-of-2 leg; the Webcash bearer leg is referee-mediated and non-atomic.
Allowed only when the RGB leg provides the arbitrable/conditional side. The bearer-race risk on the Webcash leg must be explicit in the receipt.
Allowed only when the RGB leg provides the arbitrable/conditional side. The bearer-race risk on the Webcash leg must be explicit in the receipt.
Allowed with the referee. ARK provides the arbitrable 2-of-2 leg; the Voucher bearer leg is referee-mediated and non-atomic.

Allowed only when the RGB leg provides the arbitrable/conditional side. The bearer-race risk on the Voucher leg must be explicit in the receipt.
Allowed. Prefer a cryptographic HTLC or RGB/ARK contract path. The referee is only needed if the chosen flow depends on bearer-race orchestration.

Allowed. Prefer an RGB-server-assisted atomic or conditional state transition. The referee is not required when the RGB server enforces the swap condition.
